It was one of the most closely guarded secrets in Westminster. A week ago David Cameron met Rishi Sunak in his Downing Street flat to discuss the future. Sunak, who is struggling to make a dent in Labour’s poll lead, had a simple proposition: would Cameron like to return to frontline politics as foreign secretary.
